The Spring Festival is an annual activity of the Vietnam Urban Planning and Development Association. This is an opportunity for members of the Association to meet and exchange with domestic and international partners and friends working in the field of urban development. In the spring of At Ty 2025, the Spring Festival of VUPDA took place in the ancient capital of Hoa Lu, Ninh Binh, with many activities of traditional significance to the Vietnamese people. The Vietnam Urban Planning and Development Association held a meeting at the beginning of the year of the Snake and a discussion in Hoa Lu city – a new city established on the basis of merging Ninh Binh city and Hoa Lu district. Hoa Lu city has also been recognized as a Type I urban area.
Speaking at the opening ceremony of the Spring Festival, Chairman of the Vietnam Urban Planning and Development Association – Architect Tran Ngoc Chinh commented: Hoa Lu city achieving the criteria of a Type I urban area not only affirms its outstanding achievements in development, but also marks a new beginning with new development space, new motivation, new aspirations on the journey to becoming a Millennium Heritage City. He congratulated the outstanding results in socio-economic development of Ninh Binh province, especially the establishment of Hoa Lu city.
The Chairman of VUPDA assessed: This is not only the pride of the Party Committee, Government and People of Ninh Binh province but also the pride of those working in urban planning when a new city appears, with the characteristics of a millennium heritage city with very special values. This is also the reason for the Vietnam Urban Planning and Development Association to meet in early spring and organize a discussion with the theme “Hoa Lu City – Type I Urban, Millennium Heritage City”.
In his welcoming speech, Chairman of Ninh Binh Provincial People’s Committee Pham Quang Ngoc sent New Year greetings to experts, scientists, and distinguished guests who came to Ninh Binh. He shared that in the atmosphere of the first days of the new spring and the joy of the Party Committee, Government, and People in the province welcoming the establishment of Hoa Lu city, a class 1 urban area under Ninh Binh province, the Vietnam Urban Planning and Development Association organized a meeting in the spring of At Ty and a discussion with the theme “Hoa Lu City – Class 1 Urban Area, Millennium Heritage Urban Area” to contribute and share viewpoints for Hoa Lu city to continue to develop based on the viewpoints of the Central Party Committee, the National Assembly, the Government as well as the expectations of the Party Committee and People of Ninh Binh province.
The Provincial Chairman emphasized: Ninh Binh has achieved the current results due to the convergence and crystallization of favorable factors in terms of geographical location, diverse and rich natural resources, and a rich culture and history. This is also the capital of the first centralized feudal state in Vietnam, creating value for Ninh Binh to have potential and position for development…
Based on practical summary values and especially on a scientific basis, with great contributions from scientists and the support of central ministries and branches, directly including the Ministry of Construction, Ninh Binh has a very new policy, with strategic thinking: Building Ninh Binh into a centrally-run city with the characteristics of a millennium heritage city, a creative city.
At the seminar, experts and scientists actively exchanged and shared ideas to quantify the value of Hoa Lu heritage; at the same time proposed solutions to mobilize resources to promote the unique identity of the locality; solve the relationship between restoration, conservation and urban development, attracting tourists, especially night tourism.
Experts also proposed sustainable planning solutions, demarcation of core zones, buffer zones, and protection zones, combined with propaganda to raise people’s awareness in the process of preserving and developing the economy from heritage…
Also on this occasion, the Vietnam Urban Planning and Development Association awarded Certificates to the collectives of Hoa Lu city, the Department of Construction, Xuan Truong Construction Enterprise and individual comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee for his outstanding achievements in the cause of urban development in Vietnam./.
