At the Anniversary Ceremony, Minister Nguyen Thanh Nghi said that over the past 25 years, the Vietnam Urban Planning and Development Association has made steady progress, constantly growing in both quantity and quality, with nearly 7,000 members and 17 grassroots associations, 35 branches and collective members, who are experts, scientists, managers, architects, planners with deep expertise, enthusiasm and much experience in urban planning and development management…
The Association’s activities are increasingly diverse, practical and effective; in which, the fields of urban and rural planning and design, landscape architecture, urban management, environmental protection, consulting, social criticism, scientific research, training and international cooperation… have received attention and have had many innovations, achieving many positive results.
Minister Nguyen Thanh Nghi emphasized: “The Vietnam Urban Planning and Development Association has become a social and professional organization with a high role and prestige in the field of urban development as well as in society. The Association’s activities have also made positive and practical contributions to state management of urban planning and development in the construction of institutions, policies; norms, standards; scientific research… thereby making important contributions to the overall development of the country and the construction industry”.
With the hope and expectation for further development of the Vietnam Urban Planning and Development Association in the coming time, meeting the requirements of the urbanization, industrialization, modernization and international integration process, Minister Nguyen Thanh Nghi suggested that the Association pay attention to the following contents:
Firstly, closely following the Charter and principles of the Association, continue to have synchronous solutions to gather, improve the quality of activities, and better coordinate and link between members to promote capacity, advantages and roles.
Secondly, improve capacity and innovate methods of policy consultation and criticism; proactively and strengthen coordination with state agencies in building mechanisms, policies and laws, especially mechanisms, policies and laws related to urban and rural planning and development; Pay attention to summarizing practices, promptly detecting shortcomings, limitations, and urgent requirements arising in practice to research and propose practical and effective solutions.
Thirdly, continue to encourage and promote the talents, intelligence, and enthusiasm of members; improve facilities and working conditions so that the Association can perform its tasks well, especially participating in proposing policies, developing standards and regulations; continue to do well in training and scientific research.
Fourthly, continue to connect and coordinate better and more effectively with localities nationwide, especially urban areas and central cities of the country; coordinate effectively with the Ministry of Construction in urban planning and development management.
Fifth, to implement Resolution 06 of the Politburo, on November 11, 2022, the Government issued Resolution No. 148 on the Government’s Action Program to implement Resolution No. 06-NQ/TW on the basis of closely following the viewpoints, goals, tasks and solutions set out in Resolution No. 06 of the Politburo to build and develop Vietnamese urban areas.
The Government’s Action Program has set out 33 specific tasks, including 19 tasks on building mechanisms and policies, 14 tasks on investing in developing a synchronous, modern, interconnected urban technical infrastructure system that adapts to climate change. This is the basis for ministries, ministerial-level agencies and localities to develop programs and action plans according to their assigned functions and tasks and organize their implementation resolutely, synchronously and effectively, striving to achieve the highest set goals.
In the process of implementing these important tasks, the Ministry of Construction hopes that the Vietnam Urban Planning and Development Association will continue to promote its beautiful traditions and the positive results it has achieved, and continue to participate in consulting and social criticism in a more positive and quality manner in the implementation of tasks by ministries, branches and local authorities to implement the resolutions of the Politburo and the Government.

Minister Nguyen Thanh Nghi affirmed that the Ministry of Construction always cares about, supports and creates conditions for the Vietnam Urban Planning and Development Association to operate effectively according to the Coordination Regulations between the Ministry of Construction and construction-related professional associations.
The Minister expressed his confidence in the steady development steps and important contributions of the Vietnam Urban Planning and Development Association in the coming time, continuing to maintain and further enhance the position and important role of the Association in the socio-economic life of the country.
Speaking at the Anniversary Ceremony, Chairman of the Vietnam Urban Planning and Development Association (VUPDA) Tran Ngoc Chinh affirmed: The 25th anniversary of its establishment is an important event and has great significance for the formation and development of the Vietnam Urban Planning and Development Association – a gathering place for architects, planners, managers in urban development work and enterprises and entrepreneurs in the cause of urban construction and development in Vietnam over the past 25 years.
Chairman of the VUPDA Tran Ngoc Chinh said that the country has entered a period of innovation, the cause of industrialization and modernization along with the process of urbanization is an inevitable requirement of the development process. In order to have a critical voice and social appraisal in urban and rural planning in Vietnam, to meet the increasingly high requirements for the quality of urban planning and development management, in 1998, the Prime Minister decided to establish the Vietnam Urban Planning and Development Association.
“Over the past 25 years of formation and development, cadres, experts, scientists, those working in urban planning and development management, together with the workforce, have joined hands to build the country, making significant contributions to socio-economic development, increasing gross domestic product (GDP), industrial production value, import-export value and scientific and technological progress, contributing to economic restructuring, attracting investment, improving the environment and improving the quality of life of the people”, the Chairman of the VUPDA Association emphasized.

As a social-professional organization, gathering intellectuals, scientists, and dedicated, experienced and prestigious experts, we have actively participated in the work of perfecting and developing legal documents related to planning and construction such as: Construction Law, Planning Law, Architecture Law, Urban Planning Law, Housing Law, Real Estate Business Law, Land Law, Cultural Heritage Law, Capital Law and many other related laws; along with decrees, strategies, orientations, national urban and rural development programs…
Along with that, the Association’s experts have also contributed opinions on the topic of implementing policies and laws in planning work since the Law on Planning came into effect such as: National master plan, National marine spatial planning, National land use planning, sectoral planning, planning of socio-economic regions and provincial planning…
With a team of experienced experts, the Vietnam Urban Development Planning Association also proactively participates in scientific research topics, responsibly participates in planning projects chaired by the Ministry of Construction and important plans, major projects approved by the Prime Minister at the request of the Minister of Construction.
At the same time, VUPDA Chairman Tran Ngoc Chinh affirmed that the Association is always interested in practical issues of planning and urban development management of localities across the country, especially large cities such as Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Quang Nam, cities with special factors such as Dien Bien Phu, Da Lat, Buon Ma Thuot, Hoi An, Hue… Every year, the Association builds thematic activities and targets localities with specific contents such as heritage urban areas, coastal urban areas, Hue urban planning under the Central Government, Red River spatial axis planning with the history of development of Hanoi Capital, General planning and development of Dien Bien Phu City with a new vision, towards the 70th anniversary of the historic Dien Bien Phu Victory (1954-2024)…
“The comments, consultations and proposals are all assessed as authentic and specific, helping management agencies and authorities have a comprehensive and multi-dimensional view “The issue is to contribute to improving the quality of planning projects and serve as a basis for orienting local socio-economic development, as well as implementing in the spirit of Resolution 06-NQ/TW of the Politburo,” the Chairman of VUPDA Association shared.
